PORT LOUIS, MAURITIUS / RankWire.AI / – The African Union has formally launched the Africa Credit Rating Agency, known as AfCRA, in Mauritius. The agency will provide credit assessments for African sovereigns, companies, financial institutions and other issuers. Its launch took place in Port Louis during the second African Conference on Credit Ratings. AfCRA will use regional data, African expertise and established credit analysis methods. Mauritius will host the agency’s headquarters as operations expand across the continent.

Africa launches first continental credit rating agency
Africa Credit Rating Agency adds a new source of independent regional credit analysis.

African leaders first endorsed plans for the agency in 2018. Finance and economic planning ministers renewed support for the project at meetings in Nairobi in 2023. The African Peer Review Mechanism later coordinated work on governance, methodologies and the agency’s operating model. AfCRA has since moved into an independent institutional structure. It will operate as a self-funded organization led by private sector participation. Its ownership rules prevent governments from holding shares.

African Union Commission Chairperson Mahmoud Ali Youssouf attended the official launch with senior Mauritian officials and institutional representatives. Mauritius ministers Dhananjay Ramful and Jyoti Jeetun also took part in the event. Youssouf emphasized the need for credible analysis and strong institutional independence. AfCRA will operate alongside existing global rating providers rather than serve as a replacement. The African Union has presented the agency as an additional source of credit information for African markets.

Agency targets wider African credit coverage

AfCRA’s mandate includes national governments, regional authorities, banks, companies and other eligible borrowers. The agency says its work will focus on transparent assessments supported by African economic data and market information. Its framework also covers governance standards, conflicts of interest and analytical independence. Those safeguards form part of the institution’s operating structure. AfCRA aims to produce credit opinions that investors, lenders and issuers can use when evaluating financial risk across African markets.

The agency enters a market where several African economies have limited or no coverage from major international rating firms. African officials have also raised concerns about gaps in local data and how regional conditions appear in external assessments. AfCRA will add another analytical source to that system. The United Nations Economic Commission for Africa supported the development process with African institutions and other partners. The organization has also stressed the value of stronger regional data and technical capacity.

    Mauritius hosts new continental institution

Mauritius will serve as the operational base for AfCRA as the agency builds its rating activity. The African Union highlighted the country’s financial sector, regulatory framework and links with international markets. Mauritian officials supported the launch and the establishment of the headquarters in Port Louis. From that base, AfCRA will serve public and private issuers across Africa. Its work will cover credit ratings and related analysis for borrowers seeking access to domestic and international capital.

The launch marks the transition of AfCRA from a long-running policy initiative into an operating credit rating institution. The agency now joins Africa’s broader financial architecture with a mandate focused on regional borrowers and market data. AfCRA says its assessments will rely on independent analysis, technical standards and locally relevant information. The African Union continues to support the institution’s role in expanding credit information across the continent. AfCRA will now begin developing its presence among African issuers and investors.
